California state senator, Richard Alarcon, is proposing legislation that would regulate the premiums set on workers' comp policies. Alarcon claims that Gov. Arnold Schwarzenegger?s overhaul of the workers? comp system in April did nothing to stop insurers from gouging state employers. Insurers and the governor say that the new reforms need time to take effect.
