Bush Cites Political Hurdles in Plan for 'Guest Workers'
Leaders of the U.S., Mexico and Canada held talks designed to begin a security and prosperity partnership for increased economic cooperation. President Bush pledged to continue to push for a guest worker program but cautioned that he could not promise that the policy would be supported in Congress. Among the agreed upon goals were to stay competitive with China and to encourage more collaboration across a range of industries.
