'Historic' accord on unions, minorities
Philadelphia's city council reached what representatives termed a 'historic' agreement with the city's building trades to diversify union membership across the board. Under the new guidelines, unions would make the demographics of their membership public for the first time, and work to meet required minimum percentages of minority and women workers within union ranks. The deal paves the way for a proposed $700 million expansion of Philadelphia's Convention Center.
