FedEx, UPS clash over bill on FedEx labor rules
UPS and FedEx are currently battling over a Congressional bill that would change the way FedEx airlines were regulated. The bill would change FedEx employee coverage from the Railway Labor Act to the National Labor Relations Act, and would make it easier for employees to unionize locally (i.e. without a national vote). FedEx maintains that as an airline company they should be regulated under the Railway Labor Act, and says the bill has been drafted solely for the benefit of UPS. UPS, which, unlike FedEx, is unionized, has said that employees at FedEx should be unionized and that it is 'time to level the playing field.' They claim also that because FedEx airlines do not deliver packages, it is not fair for their express drivers to be able to operate under different laws than other delivery companies.
