After negotiating a pay freeze two years ago, in exchange for health benefits, Montana employee unions say that they are not willing to extend the freeze for another two years. Representatives from several large public employees unions in Montana say that if the Governor will not negotiate with them, they are willing to go to the Legislature instead. Leaders say that members have been doing more with less, and they deserve some compensation for their work. Government officials say that everyone has to tighten their belts in the economic climate. The unions admit that they would prefer not to bargain with the Legislature, which is sharply divided, but say that if it is necessary they are willing to take the risk.
