A federal judge will hear arguments on whether unionized Detroit employees' rights have been violated by the tactics of the governor. The unions say that the governor threatened the city with an emergency manger if it did not reject the contracts with the unions. The unions say that the state violated the contract clauses of the state and national Constitutions, as well as their due=process rights. The state is arguing that they did not break any contracts, because the agreements had not been ratified.
