2 state unions file unfair labor practices complaints
State employees of two unions in Wisconsin have filed formal complaints charging the administration of Governor Scott Walker with refusing to collectively bargain in good faith, with more unions expected to follow suit in the coming days and weeks. The State Professional education and Information Council No. 1 and the Wisconsin State Attorneys Association, both of which recertified in November of 2011, claim that repeated requests to begin negotiations have been ignored or dismissed by the Office of State Employment Relations. OSER representatives counter that they are not able to negotiate with the unions until the Wisconsin Employment Relations Commission decide on rules for determining base wages for collective bargaining.
