Blue Cross and Blue Shield of Illinois said it has partnered with Mellon Financial Corp. of Pittsburgh to offer health savings accounts. Health savings accounts allow workers more flexibility in how they spend money for health care while attempting to control rising medical costs. Many of the nation?s largest health insurers have been moving toward more consumer-driven health plans.
