After a private Facebook group circulated photographs of female Marines, M.E. Karns argues that the military must take a different approach to control, investigate, and prosecute sexual misconduct. Previously, the Marines has taken the victim-centered approach, but Karns believes that a risk-centered approach would send a stronger message that the military is dedicated to fighting the issue of sexual misconduct. Instead of focusing on witness testimony and reports to build a case, a risk-centered strategy would focus on the national security risk associated with undermining commanders and blackmailing them with photos.
