Gov. Brown seeks overhaul of unemployment insurance program
Governor Jerry Brown of California is launching an effort to overhaul the state?s unemployment insurance program in order to pay down a $10 billion debt to the federal government. The state was forced to borrow from the feds to maintain the program, as California faced one of the highest jobless rates in the country after the recession. The proposed legislation would put California on track to pay back the debt by 2016 by raising payroll taxes paid by employers.
