Labor board sides with FOP on disciplinary code
Four years ago the Philadelphia Police Commissioner unilaterally implemented a new disciplinary code so he could have more options for dealing with police officers who broke work rules. The police union brought the new disciplinary code to the Pennsylvania Labor Relations Board claiming that because a new code was not negotiated, the Commissioner?s actions amounted to an unfair labor practice. This past week, the Pennsylvania board ruled that the union had been right and that changes to work rules or discipline must be bargained over. Now that the ruling has been made, the Fraternal Order of Police is facing another potential conflict over what to do with the punishments that were given under the harsher disciplinary code. The union claims that every punishment should be considered ?null and void?.
