The Labor Department rescinded guidelines put in place during the Obama administration that determined whether companies were jointly liable for the conditions of its franchises. The move to deregulate was welcomed by those in business, who have maintained that the rules and regulations created by the NLRB and the previous administration were often confusing and sometimes contradictory. Business groups such as the IFA said that the previous regulations stifled job creation and growth for franchise owners. Proponents of the previous guidelines were disappointed but said that the court decisions cited in the rescinded guidelines were still in place, making the withdrawal of the documents a symbolic move.
