Om Monday, the Massachusetts House voted to approve a bill that would increase the power of cities and towns over health care plans for public employees. Union officials say that they do not agree with the plan, and that House members were influenced too much by the Speaker. Lawmakers say that the change could save up to $100 million a year, money that could go to other places. Unions say that they will fight against the bill in the Senate.
