Mexico Leader Presses U.S. to Resolve Migrants' Issues
Administration officials indicated that the issue was still a priority for the U.S., but that September 11th had forced delays to work on immigration issues. Giving legal status to Mexican illegal immigrant workers and expanding guest-worker programs were among other proposals that had emerged after Vicente Fox was elected to office.
