Overhaul set for guest-worker plan
In an attempt to dramatically increase the availability of legal foreign agricultural laborers, the Bush Administration is planning a widespread overhaul of the United States guest worker program. Under the proposed new guidelines, farmers would have an easier time bringing foreign workers into the U.S., a practice which had been hampered by the recent crackdown on illegal immigration. The new changes come in response to pressure from farmers and agricultural workers, particularly in California, where the practice of foreign guest workers is the most prevalent.
