Martin Ludlow, the former leader of the Los Angeles County Federation of Labor, has agreed to plead guilty to state charges of conspiracy and violating campaign laws during his 2003 City Council election, a prosecutor said Monday. In exchange for his pleas to the felony conspiracy count and the two misdemeanor campaign violations, Martin Ludlow would face a fine of about $40,000, in addition to other penalties.
