Public-Worker Unions Try New Tactics on Albany
Abstract: Rather than engaging in the traditional and confrontational ?ad war? campaign against Gov. Andrew M. Cuomo, New York State public-employee unions and their allies have shifted to a new grass-roots strategy. The new strategy aims to have lawmakers attend to the voices of the community constituents rather than those of the lobbyists. Unions hope that this new strategy will promote a healthier dialogue with the governor.
