Facing criticism about working conditions, Qatar has announced that it is drafting a charter for labor standards. Qatar is in the middle of constructing new stadiums and other infrastructure for the 2022 World Cup, the majority of which will be done by foreign workers. The country had promised to address rights for foreign workers, who make up about a third of the country's population.
