Rick Scott and unions both declare victory in drug test ruling
A federal appeals court overturned a ruling Wednesday that Florida governor Rick Scott?s mandatory drug testing policy for state employees was unconstitutional. While the lower court?s decision that Scott could not insist on randomly testing all employees was upheld, the court ruled that there could be good reason to test applicants for and occupants of ?safety sensitive positions.? About 60 percent of the state?s 85,000 employees are estimated to work in safety sensitive positions. Both Scott and state employee union members expressed satisfaction about the decision.
