Senate's Failure to Agree on Immigration Plan Angers Workers and Employers Alike
The collapse of Congress' controversial immigration plan has been met with frustration by some immigrants and employers alike. Many employers ? especially in industries that rely on large numbers of unskilled laborers ? had embraced the idea of a guest-worker program. They said it would stabilize the workforce, reduce the high cost of turnover and perhaps increase the number of workers available.
