State budget shakes unions; allows privatization for 3 years at MBTA
Massachusetts lawmakers approved a $38.1 billion budget on Wednesday that would allow for greater privatization of public transportation services for three years, weakening the 1993 Pacheco law that created hurdles for outsourcing work to non-union employees. With the Massachusetts Bay Transportation Authority agency weakened by several recent winter storms, the Pacheco law had faced increasing criticism as being “anti-privatization”, even though the original sponsor of the bill noted that when put to the test, the measure allowed privatization 80% of the time.
