Negotiations between Germany and the country's biggest service workers' union over pay broke down on Monday. The two sides failed to reach agreement after the government rejected a separate deal struck in February for federal and local government employees ranging from bus drivers to tax collectors. The union has not ruled out the possibility of a strike.
