The International Union of Operating Engineers Local 150 was found in violation of the NLRA by unlawfully picketing. The NLRB, for the third time since July, also ruled that their use of the giant inflatable rodent known as Scabby was lawful. The union picketed outside of Donegal Services LLC for more than the permissible amount of time without filing a union recognition petition with the company on behalf of the workers.
