Unions protest work rule changes Nutter is applying to some
On Wednesday, Philadelphia's mayor announced that he was moving forward with work rule changes for about 5,500 non-union and supervisory city employees. The Civil Service Commission approved changes that would allow the city to furlough workers without pay and make overtime rule changes, as well as giving them a raise. Unions have said that supervisors who are covered by collective bargaining agreements are included in the group, and that the changes need to be vetted before the city can impose them. Philadelphia and the unions that represent some of its workers have been negotiating since 2009, with employees working under the previous contract.
