Why Disability and Poverty Still Go Hand In Hand 25 Years After Landmark Law
25 years after the Americans with Disabilities Act banned employment discrimination based on disability, the career outlook for many disabled Americans still looks bleak. The disabled’s employment rate is down to 14.4% in 2013 from 28.4 % in 1990. Many disabled people claim employers are scared of hiring them because they don’t understand or aren’t willing to provide reasonable accommodation. Federal disability payment caps have prevented some from increasing their income so they won’t lose benefits. However, the Achieving a Better Life Experience Act of 2014 allows the disabled to have non-taxed and non-capped savings accounts for disability-related expenses.
