As consumer spending rises and the manufacturing sector picks up, economists have become increasingly optimistic about the prospects for economic recovery. The Commerce Department reported that consumer spending rose 0.4 percent in December and both new orders and production remain strong in the manufacturing industry. However, employment figures were slightly down from December to January.
